EU4CAET Instrument za dodjelu grantova objavljuje prvi Poziv za dostavljanje projektnih prijedloga, s ciljem podrške zajednicama vođenim projektima održive energije u Bosni i Hercegovini. Poziv je namijenjen općinama, gradovima, energetskim zajednicama i partnerstvima koja aktivno doprinose energetskoj tranziciji kroz konkretne i tehnički pripremljene investicije.
Instrument za dodjelu grantova je dio projekta EU4CAET, koji je sufinansiran od strane Evropske unije i Savezne Republike Njemačke, a implementira se uz tehničku i finansijsku podršku GIZ-a. Fondom upravlja Centar za razvoj i podršku (CRP) u ulozi Menadžera sredstava.
Pored finansijske podrške, GIZ će za projekte kojima budu dodijeljena bespovratna sredstva osigurati i tehničku asistenciju tokom ugovaranja i implementacije, s ciljem podrške kvalitetnoj, pravovremenoj i uspješnoj realizaciji investicija. Tehnička asistencija obuhvata podršku u izradi tenderske dokumentacije, pripremi i provođenju postupaka javne nabavke, ugovaranju, kao i praćenju izvođenja radova, uključujući stručni nadzor.
Poziv je namijenjen projektima koji su u potpunosti pripremljeni za implementaciju, sa završenom tehničkom dokumentacijom i pripadajućim dozvolama.
Grantovi pokrivaju troškove nabavke, instalacije i puštanja u rad opreme, kao i prateće građevinske i instalaterske radove direktno vezane za investiciju.

Svi projekti moraju biti realizovani na teritoriji BiH i u skladu s važećim zakonodavstvom.
Projektni prijedlog se podnosi putem Obrasca za projektni prijedlog, uz obaveznu tehničku, finansijsku i pravnu dokumentaciju, u skladu s uputama iz Poziva za dostavljanje projektnih prijedloga.

EU4CAET Grant Facility announces its first Call for Proposals, aiming to support community-led sustainable energy projects in Bosnia and Herzegovina. The Call is open to municipalities, cities, energy communities and community-led partnerships that actively contribute to the energy transition through concrete, technically prepared investments.
The Grant Facility is part of the EU4CAET project, co-financed by the European Union and the Federal Republic of Germany, and implemented with the technical and financial support of GIZ. The Financing Window of the Facility is managed by the Centre for Development and Support (CRP) in the role of Fund Manager.
The objective of this Call is to identify and financially support the first group of high-quality projects that:
a. increase renewable energy production and/or energy efficiency in public infrastructure,
b. contribute to the reduction of greenhouse gas emissions and improvement of air quality,
c. strengthen institutional and technical capacities of local communities,
d. encourage active participation of citizens and the private sector in the energy transition.
In addition to financial support, GIZ will provide technical assistance for projects awarded grant funding during the contracting and implementation phases, with the aim of supporting the high-quality, timely, and successful delivery of investments. Technical assistance will include support in the preparation of tender documentation, the preparation and conduct of public procurement procedures, contracting, as well as the monitoring of works execution, including professional supervision.
The Call targets projects that are fully ready for implementation, with completed technical documentation and all required permits in place.
The EU4CAET Grant Facility provides non-repayable grants to co-finance investments in the following technologies:
a. solar photovoltaic systems,
b. biomass heating systems,
c. heat pumps,
d. electric vehicle charging infrastructure,
e. energy-efficient public lighting.
Grants cover the costs of procurement, installation, and commissioning of equipment, as well as associated construction and installation works directly linked to the investment.
Grants cover 50% to 80% of eligible project costs;
Maximum grant amounts:
- up to EUR 99.999 per project,
- up to EUR 170.000 for projects developed with support from the Grant Facility’s Technical Assistance Unit.
Eligible applicants include:
- municipalities and cities in Bosnia and Herzegovina,
- partnerships involving municipalities/cities and energy communities, citizens, the private sector, or civil society organisations.
All projects must be implemented within the territory of Bosnia and Herzegovina and in compliance with applicable legislation.
Project proposals must be submitted using the Project Proposal Form, together with mandatory technical, financial, and legal documentation, in accordance with the Guidelines for Applicants.
